Willowisp is a naïve-natured Pokémon. One can tell by just gazing into her eyes; the obsidian pools are practically sparkling with innocence. Her personality is that of a carefree, happy-go-lucky one -- the young Eevee, having lived a sheltered life for her short period of existence, has no notion of war and danger. The closest she would come to for anger would be a temporary fit that would evaporate a few minutes later, with the right amount of crooning and babying. Her soul is as of yet untainted by the ruthlessness of war and evil.
One cannot say that Willowisp is independent. In fact, she relies heavily on her family and tribe to survive. They are the main providers of her basic necessities -- food, water, and shelter. They protect her and ensure that no harm comes to her. They give her emotional support, encouraging her when she overcomes a challenge, and comforting her when she fails. Willow won't last a day out in the wild without the knowledge that her kindred is behind her, it can be assured.
The young Pokémon is almost always happy. Nothing could spoil her mood for long; a few moments later, she would cheer up at the sight of something. Willow is also extremely optimistic and outgoing, preferring to believe that all people and Pokémon are good-natured and well-meaning, and always adopting a positive outlook on life (usually because she has not experienced dire situations). Due to this, she easily makes friends, though some of these friends may leave her once they find out that she can’t battle at all. And Willow isn't sad over these break-ups: she knows that such friendships cannot be valued, for they are not true ones.
Willow is a very sentimental Pokémon. She has a strong sense of attachment to her tribe and family. Her family is a like a pillar of strength, supporting her when she faces her personal challenges, and her tribe is a pool of power that she can always fall back on and draw from. If separated from them, the Eevee's world would be flipped upside-down, literally. Her sense of belonging gives her the belief that she would never be alone.
She is also a very trusting one. Almost all pranks and jokes would work on her, as would traps and plots. Sometimes, this gullibility gives her a disadvantage, usually when she meets with strangers, but as Willow rarely sees Pokémon from other areas, this facet of her is still at her advantage. She is more of a follower than a leader, always trusting that others would sort things out while she meekly carried out orders.
One may mistake her to be weak-willed, but this Eevee does have personal opinions, although she rarely voices them. When Willowisp grows up, however, she would flourish into a confident, strong Pokémon. Traces of this future image can be seen from the way she holds herself when her stubborn streak shows: her chin thrust forwards, her gaze focusing on you down her button-nose, the sharply-turned-down mouth. She would be an interesting Pokémon for a Trainer to catch, that's for sure. Not that she plans on getting caught.
One flaw for this naïve Eevee is that she believes what others say and never questions it. She simply accepts everything. She never thought to ask, to pose questions, to contradict. Willowisp is bound to be hurt one day just because of this, but of course she doesn't know. She is like a meek Mareep, listening to everyone else and believing their every word. Willow would never believe that anyone would betray her, or lie to her; everyone has a good heart, in her opinion.
Another shortcoming is her fascination with all things sparkly. If Willowisp sees a puddle reflecting light, she'd croon over it for days. A glittering pebble would captivate her as well, and stars are definitely going to catch and hold her attention for an endless period of time. On starry, clear-skied nights, Willowisp can often be seen gazing up, oblivious to her surroundings. And this leaves her open to all attacks.
Physical Appearance:
A normal Eevee. These are the words one would use to describe Willowisp on first glance. And they're true -- Willow does not stand out in any way physically, being slightly scrawny and "vertically challenged". But if one looks deeper, one would see more attractive qualities about her.
The Eevee has a small frame, giving her a short stature as well as a lean build. This puts her at a disadvantage when battling, where meeting attacks face-on is out of the question and to dodge everything, wearing her foe out, is the best strategy. On the plus side, Willowisp would become more graceful as she progresses in her life, and when she is fully matured, her long legs and thin body would give her a sweeping elegance. However, now, she remains a childish, clumsy Pokémon.
Willow's pelt is the brownish colour of all normal Eevees. However, this brown is not just any old shade of brown; it is a rich, creamy milk-chocolate colour. The lush mane around her neck is pale beige, contrasting with her bodice, as is the tip of her bushy tail. Her pelt is a long, thick blanket of fur. If one runs a hand through it, one would realise that it is layered with short fuzz and longer, thicker hairs. Her tail is a smooth plume of fur that seems to vibrate with excitement every time Willowisp encounters something that captivates her (like sparkly objects).
An Eevee is closely related to a feline, and in Willow's case, she has short, blunt claws on each paw that can be extended and retracted. Blunt, because she has never really sharpened them. Mainly, they help her to scale short, sturdy trees and to break open hard shells of some nuts. Willow doesn't need sharp claws for that, and thus they remain as little stubs that would become potential weapons.
Her ears are long, as your average Eevee's are. They capture sounds efficiently, and thus sneaking up on her is harder than most would think, fooled by her naivety. Her large eyes often flicker from one object to another, taking in all that they can. Her maw is often curved into an innocent smile. Her facial features are finely crafted, with sharpness and elegance in them that would show through as she matures.
Willow's eyes are obsidian pools that catch the light and throw it back with force. They are almost radiant, one can say, glimmering in even the faintest ray of light. These eyes are the most attractive aspect of her, and one of the outlets of her emotions. When her mood changes drastically, her eyes would change as well, from a happy, bright onyx to a dull, sad grey and perhaps to a (temporary) pair of blazing abysses.

History:
Willowisp did not have a remarkably unusual history at all.
Her parents are normal Eevees, probably around the thirties pertaining to levels, and therefore not exactly what one would call strong. Their parents were Eevees as well, as were their parents, and those before them. The reasons for this were simple: weak Pokémon tend to stick together in groups -- safety in numbers -- and "evolution" was a term alien to them. Evolutionary stones did not exist in the wild like berries do, nor do Trainers carelessly leave them around the Route. Therefore, the tribe of Eevees were... Eevees.
Willow was the single child. Her parents doted on her, lavishing love and care onto the young Pokémon since her birth, treating her like a delicate crystal which would break upon contact with anything. She grew up pretty much spoilt and relied much on her parents, but this was rooted out of her by one of the elderly Eevees, who served as teachers in the tribe, educating them in mind and body. Willowisp learnt to be more independent, though one can still see the stubbornness in her.
When she would have been 6 in a human's age, Willow went foraging for berries -- and encountered a Poochyena. Surprised by this small, grey canine's appearance, the Eevee curiously approached him, and the two became fast friends (owing much to Willow's friendly attitude). The Poochyena, Adlai, told her that he left his home pack to become stronger during his period of journeying; only when he has evolved could he return.
Adlai's tale sparked interest in the Eevee's mind. Willow begged for him to tell her more, and though the Poochyena was not a very social Pokémon, he consented to retelling his past over and over again, and speculating about his future with this new-found friend. Willowisp was captivated by the urge to explore the land on her own.
After a few days, Adlai bade farewell to her as he started on his journey once more. Willowisp was barred from travelling with him by her tribe, as she was not level five yet. Undaunted by this setback, Willow practised battling with her friends until, one day, she levelled up. Her tribe elders agreed to let her go on such a journey, but her parents would not. They restrained the poor young Eevee from even setting a paw outside the Spring Gardens, against her (strong) will.
One would have expected the Eevee to have given up, but she persisted. Willow visited the elders and the higher-levelled Eevees in her tribe, pleading for a chance to see the "outside world". Finally, their decisions overruled her parents, and once Willowisp reached seven years old, she would be allowed to explore on her own. Although she knew she would miss her family, she has decided that she would have to face it if she wanted to leave the sheltered life she leads now and be one of the few to venture out into the unknown world outside.
And today, on her birthday, Willowisp is ready to set off.

Willowisp smiled as Adlai rattled off a list of his achievements back with his Pack. The Poochyena's eyes held a trance-like light, making him appear "stoned" while he recounted his past in full detail. The Eevee could not help thinking of how he would respond if she suddenly stuck a paw in front of his face and waved, but thought better of it as Adlai suddenly sprang up. Her fur shot straight up as she backed down a few paces, startled.
"Of course, I was the best fighter in my batch. See me jump and attack! Wroaaar! Now watch this -- it's how I dodge."
So speaking, Adlai shot to one side and pinned himself down to the ground, his plume of a tail wagging in the air. Willow giggled and watched him perform a series of moves that made no sense to her, but was fascinating all the same. He jumped and whirled, leapt and twirled, dodging imaginary foes and striking at the air with one forepaw, all the while growling and snarling. The Eevee beside the Poochyena grinned again and ducked clumsily as a hind leg lashed out, almost hitting her.
"Careful, you almost hit me!" She scolded childishly, shoving her chin up and glaring at him, mock-angry. Honestly, did Adlai even know where she was in the first place? The Poochyena had stopped after the last kick, and was standing there, smirking proudly, his ruby eyes glinting with arrogance. He didn't hear her angry yell, that was for sure. Sighing, she strode up to him, preparing to give him a piece of her mind. But before she could speak, he interrupted her.
"How was that? I bet you couldn't do one move! I bet you don't even know how to Tackle!"
His arrogant voice made the Eevee hiss in anger. Her fur puffed up, Willowisp searched for something scathing to say in reply, but found none. She resigned to repeating herself. Before she could even open her mouth, this time, Adlai had interrupted her. Again. Biting down anger, Willow pouted as he continued,
"I learnt all of this since I was barely level 2. We started training early, unlike you Eevees. We can fight!" He had proudly puffed out his chest and sauntered around her, one eye always focused on the Eevee's form. This time, Willowisp had a reply to that.
"Well, mister we-can-fight, what would'ya do if I decided to battle you?" She grinned impishly and waited for him to reply, a mischievous glint in her obsidian eyes. With a flick of her furry tails, she rocked back on her haunches and basked in the satisfaction of a challenge being made.

Erm, sorry, I forgot to ask, are we supposed to put "Legendary" in the subject or in the bio itself? Since it said so in the rules...
And I didn't get the translation part... Can you explain again? *Feels stupid*

Yours is fine. If you are playing a trainer and their pokemon speaks(since most can't understand them) you translate it with < and > with the words in between.
